 the PCC are invited from anyone who is at least 16 years of age\, is an ac
 tual communicant\, whose name has been on the Sellack Church Electoral Rol
 l for at least six months and is not disqualified from being a PCC lay mem
 ber. Nominations must be proposed and seconded by people who are on the Se
