The Electoral Roll is the register of church members. If you are on it then you are entitled to stand for election to PCC, Warden or Deanery Synod and vote at the Annual meeting (APCM). If you aren’t on the Electoral Roll and wish to be then forms are available in both churches. The Roll is on display in both churches.
