the local street are permit-holders only.

West Ham Church is close to Abbey Road train station, which on the DLR. It is also not far from West Ham station. West Ham station is serviced by the District, Hammersmith & City, Jubilee and DLR lines.
West Ham Church has a bus stop just a 2 minute walk away – at the junction of New Plaistow Road/Church Street. You can find more information about buses at TfL’s website.
